ANTITRUST IN TIMES OF FINANCIAL CRISIS Print E-mail

Abstract

The author attempts to answer the question of whether there is any role for antitrust policy and legislation to play in an era of financial crisis. The author analyses trends regarding concentration control, as well as enforcement of other antitrust rules in times of crisis. In this paper the author deals also with the question of what impact a chosen antitrust policy may have for future antitrust enforcement. Finally, the author attempts to forecast the consequences of a chosen antitrust policy.

TOWARDS THE CONCEPT OF A STRATEGY OF SOCIAL DEVELOPMENT Print E-mail

Absstract
Strategic processes are social processes. They are eventuating in a special field between individual and collective actors and the emergent social structures. The analysis must therefore take both micro and macro level into account. Social dimensions of these processes can be explained by the “social becoming” approach to analysis of social reality. Within this approach strategy is located on the level of agency, between individuality and totality. This is the reason for “path-dependent” nature of strategic processes and of development, implying “choice within constraints” approach. Strategic actors have freedom of strategic choice, but this choice is constrained by the social structures and culture. However, strategic steering is only a potentiality. Whether it will transform to actuality depends on a number of socio-cultural factors. One important factor in this respect is social capital. It is performing two roles. First, it enables cooperation that is needed for successful strategic steering. It enables formation of multi-functional alliances in the from of business clusters and developmental coalitions. They are the prerequisite for intensive processes of social learning and search for complementarity on the basis of divergent interests. This increases adaptability of modern societies. Hence, social capital is and important policy resource and policies designed to promote social capital can be an important segment of developmental performance.

INTEGRATION OF VARIOUS QUALITY CONTROL MODELS IN ORGANIZATION Print E-mail

Abstract 
Changes and effecting change are becoming a constant. The dynamics of change are increasing dramatically; new knowledge is emerging, new technologies pose new challenges, new methods of communicating offer almost unlimited possibilities of synergistic effects. But primarily, the new culture of innovativeness is such a culture that, in the desire for a higher quality of living, constantly generates the requirement which must surpass itself.
The article presents modern approaches and models which are used by organizational systems to improve their business success (ISO 9001 Standard, EFMQ Excellence Model, 20 Keys, BSC (Balanced Scorecard), Six Sigma, BPR (Business Process Reengineering)), the examples of different organizations show practical findings of the research and usage of these approaches in Slovenia. The article continues with their basic structure, it also compares relativity of models, it searches coincidences of their fundamentals and recognises their common paradigm backdrop.

PARLIAMENTARY NETWORKING AS AN INSTRUMENT OF CAPACITY BUILDING: INSIGHTS FROM EAST AFRICA Print E-mail

Abstract
This study investigates the effectiveness of parliamentary networks in East Africa as a tool for capacity building. Given the circumstances prevailing in most African parliaments, there is growing consensus supporting the view that networks are one of the key capacity building instruments on the continent. To the extent that there are no dedicated formal colleges to train parliamentarians and parliamentary staff for their multiple functions, networking with sister institutions does serve as one critical mechanism for exchanging and sharing information, knowledge and internationally-acknowledged best practices in order to enhance institutional and individual capacities.

TWO NEW SOLUTIONS FOR SEN’S IMPOSSIBILITY OF A PARETIAN LIBERTARIAN Print E-mail

Abstract:
This article is about Sen’s impossibility of a paretian libertarian theorem. First, I make some preliminary considerations and I give the standard social choice definitions. Second, I briefly present Sen’s result. Third I review nine of the solutions given for Sen’s problem: three restrictions of the weak Pareto condition, three restrictions of the libertarian condition and three restrictions of the universal domain. Fourth I introduce the ideological fidelity as an acceptability criterion for any solution of Sen’s inconsistency result. I use this criterion for rejecting all restrictions of the libertarian and universal domain conditions. Fifth, I present two new solutions which satisfy ideological fidelity. These two solutions consist in restraining the paretian condition’s domain only to those individual preferences which are a) minimal-rational libertarian or b) single-peaked on x-aspects (a concept introduced in this paper).

THE ROLE OF PROFESSIONAL PORTFOLIO WITHIN VERIFYING OF UNFORMAL KNOWLEDGE AND WORK EXPERIENCE AMONG THE FUTURE SEEKERS OF FIRST EMPLOYMENT Print E-mail

Abstract
The main purpose of the paper is to contribute to a higher awareness of the role of professional portfolio in the process of seeking the first employment. This is one of the crucial topics that have to be addressed in efforts to decrease the level of unemployment.
The role of professional portfolio among the seekers of the first employment will be introduced. Professional portfolio is a summary folder of every individual that shows his/her level of qualification gained through (in)formal learning and work experiences.
In the paper the necessary theoretical groundwork from the sphere of using the professional portfolio and obstacles in employing young people will be presented. Than the methodological research framework with the interpretation of data acquired on basis of students' questionnaires will follow.
In general the paper presents one of possible solutions how to improve employment possibilities for seekers of first (new) employment.

EXPLORING CHANGE IN ROMANIA: TO BE OR NOT TO BE ‘JOINED-UP GOVERNMENT’? Print E-mail

Abstract
Addressing the case of Romania, a country with recent New Public Management history and ongoing decentralization reform, otherwise excluded from the target countries of joined-up government relevant literature, this paper aims at identifying institutional evidence of vertical and horizontal coordination (Pollitt 2003: 37). To this end, the article has two parts: 1) the conceptual explorative part, and 2) the analysis part, which uses the empirical data gathered from strategic documents of the Romanian decentralization reform and interviews with high representatives of the Romanian local and central governments involved in the reform process, in order to identify a possible indicator for “joining-up” practices (Pollitt 2003:44).

Abstract 
The laws of nature demand that we continuously expand the limits of our capabilities – and this striving is closely connected with changes and the act of changing. Thus, continual changes on the civilisational, organizational and personal level become manifest in response to the changes taking place in the environment. In this way, change becomes a constant; and equally so, the wish for success.
 
In the following article, we present a model of the fundamentals of the new paradigm for quality organizational change management, realised on the basis of research conducted on various contemporary approaches and models for organizational change management, as well as extensive research conducted on a sample of 90 companies.

TRANSPORTATION OF THE VISEGRAD FOUR: POTENTIAL INGREDIENTS FOR SYSTEM CHANGE Print E-mail

Abstract
 
Yehezhel Dror argues that government, as now constituted, is a failure. Many would agree. His proposition for transformation resembles Havelian transcendence: largely a top-down concept. The paper examines his thesis and its appropriateness for the Visegrad Four, if not wider. Using secondary sources, and the Visegrad Four as the units of analysis, the purpose is to dissect governance capacities, incentives, and plausible transforming characteristics to evaluate Dror’s prescription for transforming governments from favoring raison d’etat to raison d’ humanite (humanity). The paper evaluates according to three possible outcomes: strong possibility, very little possibility, and partial possibility.
